Sapphire City - Overview

Sapphire City was built from nothing, work started just over 10 years ago and some parts of the city have only recently been completed. It was constructed by several prosperous companies that amalgamated under the Emergence Technologies Conglomerate, with the aim of providing alternative workplaces and lifestyles for the managers, admininstrators, researchers and their families.



Most builldings and facilities within the city are in very good condition, and large parts of the city have maintained a modern near-new feel. The city is filled to the brim with premises offering the goods and services craved by consumers with plenty to spend. As well as shops and malls there are casinos, nighclubs, bars, restaurants, cinemas, theaters, hotels, amusement parks, sporting facilities and a large variety of other entertainment venues. In addition to the staff who provide these thriving support businesses a large number of tourists travel here to experience "the Sapphire City lifestyle".


In a city that produces few durable products, almost everything is imported - by plane, train, road and sea freight. This in turn has lead to the northern third of the city becoming a major transport hub connecting other cities and production areas in the region. The importance of this hub, and the research of some of the ETC companies, has seen the development of several important nearby military facilities.

Nothing good lasts for ever however. The fortunes of the ETC companies have shifted, with one company divided by a bitter internal dispute and another on the verge of collapse as a result of shifting markets. The easy wealth lifestyle has seen the emergence of vice, corruption, and the highly addictive drugs 'chill' and 'pump'. Organised crime is gaining influence, and a violent gang culture is developing amoung some of those who have been less fortunate in recent times. To add to these concerns, an 'undisclosed emergency' at one of the corporate research labs has seen a quarantine zone placed around a six kilometer square block of the city.

The Agency - Overview

The Agency was formed to prevent (or at the worst, assist recovery from) any large-scale disaster that could throw the world (or multiple regions) into unrecoverable chaos.

The founders and leaders believe that such a disaster would most likely come from something that was completely unanticipated. They also believe that bureaucracy, politics and miscommunication could endanger an effective response – which would further add to the severity of the problems.

The Agency has deliberately been created independent of any particular nation, government, intelligence, military or law enforcement organisation. This independence gives them the ability to act promptly (and in some cases illegally), but also results in them having very little official representation. It does draw some of its membership from an assortment of these groups however, so on occasion they can receive unofficial support or communicate important information.

To achieve its aims, activities are focused on intelligence gathering from all aspects of society, and establishing an adaptable network of agents that each has a diverse range of skills and contacts. The agency also funds its ongoing operations by "redirecting" financial assets from targets who are deemed to be "a part of the problem" - such as criminal groups, unethical corporations, corrupt politicians and inefficient government/military projects. The agency also has to continually work at keeping itself off the public radar, and on occasion needs to take care of agents who stray from the cause.

Agents are given a lot of latitude to operate as they prefer, as long as they keep the agency operations discreet and out of the public eye. The ends do justify the means for this agency, and drastic action that prevents severe consequences is not disapproved of. As the agents need to recruit others without exposing the agency, they often set up front operations and personal enterprises, may of which are successful organizations in their own right.

Until now the agency has had only limited involvement with Sapphire City, but the emerging importance of the city and the problems it is beginning to encounter has given the agency new reason to establish influence there.

Mike 'the Hammer'

Not a great deal is know about Mike at this stage.

Kim Lloyd


Kim left finance and audit firm Kapa-Hari-Beuson to set up his own independent business.

The producers hope to cast Hugh Grant in this role.

Amanda Noakes

Amanada is the owner/manager of a small freelance operation, Society Secruity Services.

She employs drivers, bodyguards and other security personel. These are then hired out to celebrities and wealthy or influential people. She also arranges extra security for high profile parties and promotional events.

Amanda has a very poor understanding of all aspects of security and protection, however she has access to alot of well-heeled clients that wouldn't dream of dealing with a 'mundane' security firm. She focuses most her energies into socialising with her clients and trying to become a celebrity herself. Most her staff are initially attracted to the work for the better money, but often leave as a result of the rude treatement they receive from Amanda and her clients.

The producers hope to cast Paris Hilton in this role.

"Celebrity security is a demanding role - It is vital you know you customers favourite cafes and salons, and what time to pickup their children from child-care."

Nathan Baum

Nathan is a staff co-ordinator for Sapphire Transport and Distribution.

He hires and supervisors warehouse staff and delivery drivers, and attends to problems involving shift rosters and disruptions of normal opertaions.

The producers hope to cast Adam Sandler in this role.


"It looks like the paper work for these pallets got lost somewhere. Get Duncan to print you up a internal transfer docket for warehouse 73D and dump them over there. It should take them a few days to sort that out, and by them we should get a query come thru on the pallets and we can blame those guys."

"I reckon we round the guys up to knock off early and have a beer watching the game. See if you can get Tony to break a conveyor belt drive."


Graham Boscoe

Graham is a forward deployment specialist for the Agency.

He was deployed to Sapphire City just under 3 months ago to establish a safe house and identify a list of potential preliminary contacts for the main agency team.

The producers hope to cast Steve Buscemi in this role.
